I have further discussed the matter with the following:
Lord Hailsham under whose leadership I went to the Far East. He authorises me to say that the matter in his view merits the most serious consideration and that he himself would be prepared to take part in discussing it.
Sir Henry Gollan late Chief Justice of Hongkong who has just returned.
Sir Alexander Wood Renton, formerly chief Justice of Ceylon who has been good enough to discuss the matter with Lord Atkins.
Sir John Pratt of the Far Eastern Department of the Foreign Office.
The proposal is that those mentioned in this memorandum should dine together some evening in October next and discuss whether any action on the lines suggested by Judge Feetham can be contemplated. To this gathering I should add someone from the City who can say from first hand experience how far the chaotic legal ideas prevalent in China operate as a clog on British Trade.
